กรมการขนส่งทางบก เปิดการประชุมด้านความปลอดภัยทางถนน ครั้งที่ 2 (2nd Thailand Road Traffic Safety Forum) หัวข้อ: มาตรการรับมือเพื่อลดอุบัติเหตุทางถนนที่เกิดจากพฤติกรรมของมนุษย์ ที่จัดขึ้นโดยศูนย์วิจัยอุบัติเหตุแห่งประเทศไทย Thailand Accident Research Center หรือ TARC โดยมีผู้บริหารกระทรวงคมนาคม สำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) สำนักงานตำรวจแห่งชาติ กระทรวงสาธารณสุข หน่วยงานภาครัฐ และองค์กรสำคัญด้านอุบัติเหตุ เข้าร่วมงาน
นายจิรุตม์ วิศาลจิต อธิบดีกรมการขนส่งทางบก กระทรวงคมนาคม เป็นประธานเปิดการประชุมด้านความปลอดภัยทางถนน ครั้งที่ 2 (2nd Thailand Road Traffic Safety Forum) กระทรวงคมนาคม ได้ให้ความสำคัญกับการลดอุบัติเหตุทางถนนมาโดยตลอด ผ่านมาตรการที่มุ่งเน้นการบังคับใช้กฎหมายอย่างเข้มงวด การพัฒนามาตรฐานด้านความปลอดภัยของยานพาหนะ การปรับปรุงขั้นตอนการออกใบอนุญาตขับขี่ รวมถึงการรณรงค์สร้างจิตสำนึกแก่ประชาชนอย่างต่อเนื่อง โดยได้กำหนดเป้าหมายลดจำนวนผู้เสียชีวิตจากอุบัติเหตุทางถนนให้เหลือ 12 คน ต่อหนึ่งแสนประชากรในปี 2570 ตามแผนแม่บทความปลอดภัยทางถนน พ.ศ. 2565 – 2570 โดยกรมการขนส่งทางบก กระทรวงคมนาคม มุ่งหวังที่จะเสริมสร้างความปลอดภัยบนท้องถนน ลดการสูญเสียชีวิตและทรัพย์สินของประชาชน และยกระดับมาตรฐานความปลอดภัยทางถนนของประเทศไทยให้สอดคล้องกับมาตรฐานสากล อย่างไรก็ตาม การแก้ไขปัญหาพฤติกรรมเสี่ยงของผู้ขับขี่ต้องอาศัยความร่วมมือกับหน่วยงานภาคีเครือข่ายหลายภาคส่วน ทั้งหน่วยงานภาครัฐ ภาคเอกชน ภาคประชาสังคม และภาคประชาชนอย่างต่อเนื่อง ร่วมกำหนดแนวทางปฏิบัติที่สามารถนำไปใช้ได้จริง เพื่อให้มาตรการรับมือกับพฤติกรรมเสี่ยงของผู้ขับขี่เกิดประสิทธิภาพสูงสุด มุ่งสร้างวัฒนธรรมความปลอดภัยทางถนนและนำไปสู่การลดอุบัติเหตุทางถนนได้อย่างเป็นรูปธรรม
สำหรับงานในวันนี้จัดขึ้นเพื่อให้หน่วยงานต่าง ๆ ที่ปฏิบัติงานด้านอุบัติเหตุทางถนน ทั้งในเรื่องการจัดทำมาตรการต่างๆ เพื่อควบคุมพฤติกรรมของผู้ขับขี่ให้มีความปลอดภัยในการเดินทางบนท้องถนน รวมถึงหน่วยงานที่มีการดำเนินกิจกรรมทางการศึกษาและการให้ความรู้ทางด้านความปลอดภัยทางถนน ได้มาเสวนา และแลกเปลี่ยนประสบการณ์ในการช่วยกำหนดมาตรการป้องกันอุบัติเหตุทางถนนที่มีสาเหตุที่เกิดจากปัจจัยด้านคนได้อย่างมีประสิทธิภาพ ทั้งในด้านการกำหนดมาตรการ การอบรมให้ความรู้ รวมถึงการบังคับใช้กฎหมายเพื่อควบคุมพฤติกรรมการขับขี่
ภายในงาน มีการบรรยายและวิเคราะห์เกี่ยวกับอุบัติเหตุต่างๆ อย่างหลากหลาย ได้แก่ หัวข้อ “กิจกรรมให้ความรู้เพื่อสนับสนุนการพัฒนาด้านความปลอดภัยทางถนน” โดย ดร.พงศ์เทพ วงศ์วัชรไพบูลย์ ผู้จัดการสำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) , การบรรยายหัวข้อ “สถานการณ์ปัจจุบันของอุบัติเหตุทางถนนในประเทศไทย และแนวโน้มในอนาคต” โดย ดร.สุเมธ องกิตติกุล รองประธานสถานบันดูแลงานด้านการบริหารระบบงานภายในและผู้อำนวยการวิจัย ด้านนโยบายการขนส่งและโลจิสติกส์ , การบรรยายหัวข้อ “ทฤษฎีผีเสื้อขยับปีก (Butterfly Effect) สำหรับการสวมหมวกกันน็อคในเด็ก” โดย นพ.อนุชา เศรษฐเสถียร รองประธานแผนงานสนับสนุนการป้องกันอุบัติเหตุจราจรระดับจังหวัด (สอจร.) , การบรรยายหัวข้อ “ฐานข้อมูลอุบัติเหตุ (ITARDA)” โดย Mr.Toru Kiuchi นักวิจัยอาวุโสจาก Institute for Traffic Accident Research and Data Analysis (ITARDA) ประเทศญี่ปุ่น , การบรรยายหัวข้อ “วิธีการควบคุมพฤติกรรมของผู้ขับขี่เพื่อความปลอดภัย ในมุมของผู้ผลิตรถยนต์” โดย Mr.Tomoaki Takamiya ผู้จัดการทั่วไป บริษัท Mitsubishi Motors Corporation , การบรรยายหัวข้อ “การอบรมทักษะการคาดการณ์อุบัติเหตุ (Hazard Perception Training) สำหรับผู้ขับขี่รถจักรยานยนต์ที่เป็นเยาวชน สำคัญอย่างไร ?” โดย ศ.ดร.กัณวีร์ กนิษฐ์พงศ์ ผู้อำนวยการศูนย์วิจัยอุบัติเหตุแห่งประเทศไทย (TARC) สถาบันเทคโนโลยีแห่งเอเชีย (AIT)
จากนั้นเป็นการเปิดเวทีอภิปรายแลกเปลี่ยนความคิดเห็นในหัวข้อ “มาตรการรับมือเพื่อลดอุบัติเหตุทางถนนที่เกิดจากพฤติกรรมของผู้ชับขี่” เพื่อให้เห็นว่า ปัจจุบันประเทศไทยได้มีการดำเนินมาตรการในการควบคุมพฤติกรรมผู้ขับขี่ด้านใดเพื่อความปลอดภัยทางถนนบ้าง ปัญหาและอุปสรรคคืออะไร และจะสามารถขยายผลมาตรการเหล่านี้ได้อย่างไร ดำเนินรายการโดย นพ.ธนพงศ์ จินวงษ์ ผู้จัดการศูนย์วิชาการเพื่อความปลอดภัยทางถนน โดยมีผู้เข้าร่วมอภิปราย ประกอบด้วย นายฐิติพัฒน์ ไทยจงรักษ์ ผู้อำนวยการสำนักสวัสดิภาพการขนส่งทางบก กรมการขนส่งทางบก , ดร.ปัญณ์ จันทร์พาณิชย์ รองผู้อำนวยการกองป้องกันการบาดเจ็บ กรมควบคุมโรค กระทรวงสาธารณสุข , นายสุเมธี สนธิกุล นักวิชาการอาวุโส โครงการมาตรการองค์กรเพื่อความปลอดภัยทางถนนในสถาบันอุดมศึกษา , พ.ต.อ.อังกูร ทวีเกตุ ผู้กำกับการจราจร กองแผนงานความมั่นคง สำนักงานตำรวจแห่งชาติ และ Mr. Tomoaki Takamiya ผู้จัดการทั่วไป บริษัท Mitsubishi Motors Corporation และปิดท้ายการประชุมด้วยการตอบคำถามในประเด็นที่น่าสนใจ
อย่างไรก็ตาม การประชุมครั้งนี้ จะช่วยสนับสนุนและส่งเสริมให้หน่วยงานต่างๆ ที่ปฏิบัติงานด้านอุบัติเหตุทางถนน ทั้งในเรื่องการจัดทำมาตรการต่าง ๆ เพื่อควบคุมพฤติกรรมของผู้ขับขี่ให้มีความปลอดภัยในการเดินทางบนท้องถนน รวมไปถึงหน่วยงานที่มีการดำเนินกิจกรรมทางการศึกษาและการให้ความรู้ด้านความปลอดภัยทางถนน ได้แลกเปลี่ยนประสบการณ์ นำไปสู่การกำหนดมาตรการป้องกันอุบัติเหตุทางถนน ที่มีแนวทางปฏิบัติที่สามารถนำไปใช้ได้จริง เพื่อให้มาตรการรับมือกับพฤติกรรมเสี่ยงของผู้ขับขี่เกิดประสิทธิภาพสูงสุด และร่วมกันสร้างวัฒนธรรมความปลอดภัยทางถนน เพื่อให้การลดอุบัติทางถนนสามารถทำได้อย่างเป็นรูปธรรมมากที่สุด
Accident Research Center opens the 2nd Road Safety Conference “THE 2nd THAILAND ROAD TRAFFIC SAFETY FORUM”
Mr. Chirut Visaljit, Director-General of the Department of Land Transport, presided over the opening of the 2nd Thailand Road Traffic Safety Forum, topic: Measures to reduce road accidents caused by human behavior, organized by the Thailand Accident Research Center or TARC, with executives from the Ministry of Transport, the Health Promotion Foundation (ThaiHealth), the Royal Thai Police, the Ministry of Public Health, government agencies, important accident organizations, and the media attending the event.
The Department of Land Transport, Ministry of Transport, has always given importance to reducing road accidents through measures that focus on strict law enforcement, development of vehicle safety standards, improvement of driving license issuance procedures, and continuous campaigns to raise public awareness. The goal has been set to reduce the number of road accident fatalities to 12 people per 100,000 population by 2027, according to the Road Safety Master Plan 2022-2027. The Department of Land Transport, Ministry of Transport, aims to enhance road safety, reduce the loss of life and property of the public, and raise Thailand’s road safety standards to be in line with international standards. However, solving the problem of risky driver behavior requires continuous cooperation with various network agencies, including government agencies, private sectors, civil society, and the public, to jointly determine practical guidelines in order for measures to deal with risky driver behavior to be most effective, aiming to create a road safety culture and lead to a tangible reduction in road accidents.
Today’s event was organized to allow various agencies working on road accidents, both in terms of setting measures to control driver behavior for safe travel on the road, as well as agencies that conduct educational activities and provide knowledge on road safety, to discuss and exchange experiences in helping to set measures to prevent road accidents caused by human factors effectively, both in terms of setting measures, providing training and knowledge, and enforcing laws to control driving behavior.
In the event, there were various lectures and analysis on accidents, including the topic “Knowledge-providing activities to support road safety development” by Dr. Pongthep Wongwatcharapaiboon, Manager of the Health Promotion Foundation (ThaiHealth), the topic “Current situation of road accidents in Thailand and future trends” by Dr. Sumet Ongkittikul, Vice President of the Institute in charge of internal system management and Director of research on transportation and logistics policies, the topic “Butterfly Effect theory for wearing helmets in children” by Dr. Anucha Setthasathian, Vice President of the Provincial Traffic Accident Prevention Support Plan (SorJor.), the topic “Accident database (ITARDA)” by Mr. Toru Kiuchi, Senior Researcher from the Institute for Traffic Accident Research and Data Analysis (ITARDA), Japan, the topic “How to control driver behavior for safety from the perspective of car manufacturers” by Mr. Tomoaki Takamiya, General Manager of Mitsubishi Motors Corporation, the topic “How important is Hazard Perception Training for young motorcyclists?” by Assoc. Prof. Dr. Kanweer Kanitphong, Director of the Thailand Accident Research Center (TARC), Asian Institute of Technology (AIT)
Then, there was a discussion forum on the topic of “Measures to Reduce Road Accidents Caused by Driver Behavior” to see what measures Thailand currently has to control driver behavior for road safety, what are the problems and obstacles, and how these measures can be expanded. The program was hosted by Dr. Thanapong Jinwong, Manager of the Road Safety Academic Center. The panelists included Mr. Thitipat Thaijongrak, Director of the Land Transport Safety Office, Department of Land Transport, Dr. Pan Chanphanit, Deputy Director of the Injury Prevention Division, Department of Disease Control, Ministry of Public Health, Mr. Sumethi Santhikul, Senior Academician, Organizational Measures for Road Safety in Higher Education Institutions Project, Pol. Col. Angkoon Thaweeket, Traffic Superintendent, Security Planning Division, Royal Thai Police, and Mr. Tomoaki Takamiya, General Manager, Mitsubishi Motors Corporation. The meeting ended with a Q&A session on interesting topics.
However, this meeting will support and promote various agencies working on road accidents, both in terms of setting various measures to control drivers’ behaviors for road safety, including agencies that conduct educational activities and provide road safety knowledge, to exchange experiences, leading to the determination of road accident prevention measures with practical guidelines that can be applied in practice, so that measures to deal with risky driver behaviors are most effective, and to jointly create a road safety culture so that reducing road accidents can be done in the most tangible way.
